President and Chief Executive Officer



Founded in 2007 and reorganized and renamed in 2014, Newark Community Economic

Development Corporation (Newark CEDC), formerly known as Brick City Development

Corporation (BCDC), is the primary economic development catalyst for the State of New

Jersey’s largest city, Newark. It is organized to retain, attract and grow businesses, enhance small

and minority business capacity, and spur real estate development throughout the city’s 20 diverse

neighborhoods. As a business development company whose sole client is the City of Newark,

Newark CEDC collaborates with the Newark Department of Economic & Housing Development

to initiate and execute economic development activities to produce and sustain economic growth,

generate jobs and create wealth for the citizens of Newark.





The President and Chief Executive Officer will serve as the leader for the Newark CEDC and

report to its Board of Directors. S/he will ensure that the mission of the Newark CEDC to initiate

and execute economic development activities to produce and sustain economic growth,

generate jobs and create wealth for the citizens of Newark is upheld.

The President and CEO will direct and manage all programs and activities as well as provide the

leadership necessary to ensure Newark CEDC's impact on the overall economic development of

the City of Newark. S/he will oversee a staff of approximately 30 and manage an administrative

budget of approximately four million dollars.

As the primary spokesperson for the Newark CEDC, the President and CEO will need to be

charismatic, possess superb communication skills and be a savvy professional who comprehends

how to build collaborative relationships with other Newark, regional, and state economic

development institutions.




The President and CEO will be:

  • Passionate about Newark and its residents (with the ability to create and implement

        strategies to build wealth and opportunity for Newark residents and businesses)

  • A self-starter with a proven track record in economic development, economic

        development marketing and program implementation

  • Skilled in real estate development, financing, negotiation and transaction structuring                                                                            
  • Well-versed in the space of development, redevelopment and urban planning (e.g.

        analysis of building codes, city zoning ordinances and the entitlement processes)                                                                 

  • Understanding of operations and financial management, particularly in a city

        environment, and experienced with municipal revenue and expense models

  • A principled individual with uncompromising integrity                                                                                                                     
  • An outstanding communicator who is comfortable with public presentations and the

        forward-facing role of a spokesperson

  • Pragmatic, with the toughness and perseverance needed to see long term projects to






  • Manage the administration of all work in planning, organizing, coordinating, and

        directing the economic development programs under the control of the Corporation in

        accordance with short- and long-term work plans of the Board of Directors, including

        active efforts to attract, expand, enhance and retain business and commerce in the City of


  • Exercise a high degree of independence, initiative, ethics, and professional expertise in

        the operation of Newark CEDC’s economic development programs

  • Coordinate Newark CEDC’s economic development activities with federal, state and

        local government and the Board of Directors

  • Implement all policies adopted by the Board of Directors of the Corporation and manage

        and direct the operation and its 25+ employees

  • Propose and develop policies to stimulate expansion of existing businesses and

        investments in the city by making regular contact with them by phone, email, in-person

        visits, at conventions or large scale events, and/or through press/media opportunities

  • In conjunction with the Board, prepare, implement and administer both short-term and

        long-range, strategic economic development planning

  • Direct and coordinate the necessary research, marketing and site-facilitating programs to

        enhance economic development and job growth within the area with an awareness and

        concern for mitigation of negative impacts of development on the natural environment

  • Prepare, present and administer the budget in accordance with program goals and


  • Provide day-to-day management oversight of staff, delegate appropriate authority and

        assume accountability for actions of staff

  • Meet with outside agencies and the public, including developers, members of the

        business community and community groups, to explain and promote Newark CEDC’s

        services, programs, policies, procedures, goals and objectives related to economic


  • Coordinate efforts with the city’s department of housing and economic development staff

        regarding short- and long-range planning goals for economic development programs

  • Guide new and existing business through the development process, including providing

        financing advice regarding federal, state, and local grant and assistance programs

  • Present a positive and professional image of Newark CEDC, the City of Newark and

        EHD, and maintain contact with news media as needed

  • Maintain professional relationships through active involvement in local, regional, state

        and national economic development networks

  • Perform other duties as assigned/directed by the Board of Directors of the Corporation




  • Successful experience in a senior management position with direct responsibility

        for administration of programs and budgets and board functions for organizations of

        substantial size and complexity

  • Experience in community economic development fields, e.g. real estate, job

        creation programming and urban planning, with a proven track record of creating

        substantial equity and negotiating major deals

  • Knowledge of federal, state and local funding programs with impact on community and

        economic development

  • Entrepreneurial spirit with strong business management skills, including finance,

        strategic planning and implementing programs

  • Successful experiences in building collaborative teams of financial institutions,

        community organizations and government agencies to promote economic development

  • Ability to cultivate and steward relationships with community leaders as well as public


  • A demonstrated track record of engaging effectively with staff at all levels and Boards of

       Directors to maximize outcome

  • An advanced degree in business, law, public administration or urban planning
